During this public meeting, CISD will provide information and answer questions regarding the upcoming bond election. All district residents are encouraged to attend.
Homeowners 65 and over will not see an increase over their frozen dollar amount due to the passage of Proposition A if they have filed for and received their over 65 homestead exemption through the county appraisal district.
Since 2019, state law requires all bond propositions for any school district to have the phrase "THIS IS A PROPERTY TAX INCREASE" on all ballot language for bond propositions. Homeowners age 65 & older who have filed for and received the Over 65 exemption will not see an increase over their frozen dollar amount if there have been no major additions or improvements to their home. Check your most recent Notice of Assessed Value Change to see if you will be impacted.
Addressing Aging Buildings: The May 2025 bond includes funding for renovations and updates to aging school buildings, as well as projects to improve energy efficiency.
Band Hall/Fine Arts: The Band Hall building was built in 1964 and has served numerous purposes for the District over the years. It lacks storage space for instruments and equipment. Proposition A would fund upgrades and an addition to the Band Hall.
The plan includes adding a choir room and creating a unified fine arts department within the Band Hall building. With more than 400 elementary students currently enrolled in fine arts, these upgrades would help accommodate anticipated enrollment increases in the secondary fine arts programs.
HS/JH Cafeteria: The secondary campus cafeteria was built over 30 years ago in 1992 and serves more than 200 students at breakfast and more than 600 at lunch. Central ISD Child Nutrition Department also provides dinner four nights a week to our secondary students.
Proposition A would fund cafeteria upgrades, including a new freezer and cooler to replace the one currently outside of the building, an office for cafeteria staff, and outdoor eating areas for our students.
Old Gym & Multipurpose Gym: The Old Gym, over 60 years old and built in the early 1960s, and the Multipurpose Gym with its plastic tile floor, are not currently functional for a Class 3A sized athletics program.
Proposition A would provide funding for upgrades to these gyms to make them available for practices, games, and tournaments for not only the school, but for the entire community.
Current Conditions – High School: The current Central High School main building was built in 1981, and the Annex Building was added in 1989.
Proposition A would add a new High School classroom wing that would connect all core classrooms, supporting teacher collaboration and reducing outdoor transitions. The proposed bond would allow for upgrades to both the main and annex buildings, including science lab improvements, new paint and ceiling tiles, and student restroom updates.
Currently, almost 900 high school and junior high students move between 12 buildings daily, using covered sidewalks and crossing a parking lot. The sidewalks are not ADA-compliant and collect rainwater, creating accessibility challenges. Proposition A would connect buildings and reduce the need for students to use these sidewalks.
District-Wide Traffic Plan: Traffic congestion on Highway 69 affects multiple campuses, causing delays and safety concerns. At the Junior High and High School, student parking is located in the middle of campus, adding to congestion. Proposition A would relocate student parking to the current staff lot, build a new driveway, and resurface the staff parking area.
At the Elementary School, parent pick-up and drop-off lines back up onto Highway 69. Proposition A would fund a double-stack parking area and a new driveway to improve traffic flow.
Special Services: The Special Services Building was built in 2005 and currently has two Life Skills classrooms.
Central ISD is one of only four school districts in Texas that have a state assisted living facility for school-aged children within their district boundaries. The number of students requiring special services exceeds the available space. Proposition A would fund the addition of a third classroom, along with diagnostic/counseling areas for students and guardians, as well as administrative offices.
HS/JH Entrance Current Conditions: The current Junior High and High School entrances are not ADA-compliant, preventing students with limited mobility from using them.
The existing building layout also includes multiple entry points. Proposition A would fund the construction of a single, ADA-compliant entrance connecting the Junior High and High School campuses and reducing exterior doorways. It would also relocate the nurse’s office and Central ISD police offices to the front of the campus for easier access.
Elementary Additions & Renovations: The elementary school building currently has 638 students located in three separate hallways. Each hallway has one set of restrooms, which is one restroom for 240 students. The girls’ restrooms each have three stalls. The boys' restrooms each have one stall and two urinals. Instructional time is lost each day because students are waiting to use restrooms.
The Central ISD Bond 2025 package would fund renovations to add restrooms to each hallway of the elementary building.
Bulldog Gym: Bulldog Gymnasium has been used for more than 30 years. Built in 1994, it has a capacity of 700 with the original wooden bleachers still being used throughout most of the gym. Crowd congestion occurs in the foyer near the concession stand and restroom areas.
There is not a dedicated entrance for ambulances in the event of an emergency. The gym's dressing rooms are shared by multiple teams during the day with no dedicated space for the powerlifting or cheer teams. The coaches' offices also serve as the athletic training room, storage area, and referee dressing room.
Proposition A of the proposed Central ISD Bond 2025 would fund renovations to address space, accessibility, and safety.
