School districts do not receive state funding for building schools or making major renovations, and instead must use voter-approved bonds which help pay for large projects that get paid back over time like a mortgage.
School Districts in Texas have two budgets. Maintenance & Operations (M&O) funds pay for day-to-day operations. Interest & Sinking (I&S) funds pay for capital improvements. Local tax dollars primarily provide funding for each budget from property values calculated by pennies collected per $100 of property value.
